THE OPIUM CONFERENCE.

GENEVA, Nov. 23. Şir Malcolm Delevingne (Great Britain) presented to the Second Opium Confer ence yesterday the proposals of the Busi- ness Committee in regard to the pro- gramme of work, which provided for the appointment of two committees and six sub-committees.
Mr. Stephen Porter (United States) said the American delegation could only approve the proposals if they would permit of the American suggestions being submitted either to the con- ference or to the committees concerned.
Sir Malcolm Delevingne remarked that the point whether the American proposals wore within the scope of the conference of not would be decided by another meeting.
Tho programme proposed by the Business Committee was adopted, the American and Uruguayan delegates not voting.
M. Bourgeoia (France) said that after examining the remarkable draft convention brought forward by the American delegation be thought thefe wis every hope of seeing the Second Opium Conference being a completa success.
